She definitely heard the question at first. She started answering it with, "because some Americans don't have maps."
This might have been the case of an over-coached Miss Teen USA who had memorized paragraphs in her head regarding various topics.
Since she is attractive though, she will still get far in life. For better or worse, in this world, looks are sometimes more important than intelligence.
Well, her webpage opens with the motto, "Where Beauty Meets Ability".

I think she just froze up under pressure. Her principal remembers a smart kid in honors courses.

I actually feel for the kid, who froze up in public and became the victim of some pretty spiteful national jokes.
He didn't say "smart"--he said "well rounded." She took honors courses and "performed well," whatever that means. (She did earn a 3.5 GPA overall.)
